The arabic translation for the whole sentence should be as follows
"مكاتب الخدمة الاجتماعية يجب أن تدفع المبلغ مقدما ثم تقوم بطلب تعويض حكومي مما يجعلها غير مستعدة للمخاطرة بمساعدة من قد ينتهي به الحال في مأوى"
But how can already "take" the money, then still apply for reimbursement? And if you are already "taking" the money, where is the "risk" they are reluctant to take?
