The verb is used in the following way "le décret du 23 novembre 1994 ne vise pas la directive 2005/36/CE relative à la reconnaissance des qualifications professionnelles" and "a contrario, l’arrêté du 20 avril 2007 relatif aux études vétérinaires vise bien la directive 2005/36/CE" in a text discussing French law and EU law on veterinary training. I am unsure as to how to translate "viser". I am wondering if it means to be similar to/ be based on/make reference to, or something of that nature? Thank you.

agree writeaway : it's the bog standard translation of viser in this context/ malheursement Mr Hall isn't completely correct. this is "the" translation used by most legal translators in this specific context, not pertain to or related to

This is extremely common in legalese, and there are a number of ways to render it, some better than others in varying contexts. I probably use, and see "cover" used more than any other translation.
