The verb is used in the following way "le décret du 23 novembre 1994 ne vise pas la directive 2005/36/CE relative à la reconnaissance des qualifications professionnelles" and "a contrario, l’arrêté du 20 avril 2007 relatif aux études vétérinaires vise bien la directive 2005/36/CE" in a text discussing French law and EU law on veterinary training. I am unsure as to how to translate "viser". I am wondering if it means to be similar to/ be based on/make reference to, or something of that nature? Thank you.

: it's the bog standard translation of viser in this context/ malheursement Mr Hall isn't completely correct. this is "the" translation used by most legal translators in this specific context, not pertain to or related to
