@Bubz Well, Bubz, there are these two units, and, based on what you get in the job description of that customs house agent, they seem to be basically responsible for the very same things. Yet, they have two names, hence my questions whether somebody could tell me what they are called in English and why they should be two instead of one. Contrary to appearance, it is a fairly tough question, but I hope I have dispelled your doubts.
