Headlines are always tricky due to the brevity, but, in certain contexts, I think you could possibly get away with overruled, in the sense of ruled against. I think you could argue that it is being used in that sense in the following example (even although it is in fact the ban or byelaw that is being overruled - in this case, an appeal has been rejected):

: Technical Committee's action dismissed is fine with me. "Renvoyé" (as in "ordonnance de renvoi") is not implied in "débouté ("dismissed case"). "Renvoi" is for postponement of hearing, referral to other jurisdictions, etc.

could be, if linked with your question on the commission/committee. A word often used in legal proceedings, when a plaintiff's complaint is not accepted

: without context, this is ok. 'Overruled' is not an obvious alternative if we don't have 'an alternative decision'

Thanks Safetex :-) I thought also that dismissed if associated with "complaint", could actually work "complaint dismissed" - if my idea is indeed supported by the context ...
