agree writeaway : not so sure about the 'occupation' bit /nice of Nikki to add the required explanation. But I'd still avoid occupation and find wording with the word occupy. The whole thing needs a bit of rewording

Begging

The term "autorisation de voirie" begs the question "authorisation" to do what?
Given the context, it does indeed appear to do with "autorisation d'occupation". Here's an application form to be come a "titulaire d'autorisation d'occupation de voirie":

It does indeed appear to mean "occupy" for a predetermined period of time in order to carry out work.
