That's the idea.
In the modern system, this may often be reflected through patent systems. In many other places, this could refer to traditional knowledge, knowledge encoded into language and stories, traditional knowledge of plants and medicines available in a local area, or perhaps useful intuitions would could be derived from existing social systems, etc. But maybe they mean things more like patentable stuff.
Perhaps someone has a better suggestion?

But in this case, I think it has to do more with "institutional memory". I think "technical and informational heritage" would also cover that. Or you could combine them.
