E' un testo sul rapporto tra la Chiesa e i fascismi. Questa frase è un commento sull'atteggiamento di Mussolini dopo la marcia su Roma, in particolare riguardo alla stipula dei Patti lateranensi. Immagino che intenda dire che Mussolini si è concentrato sulle questioni importanti senza perdere tempo ecc. ecc. Non sono certa di aver bene interpretato la metafora di "die Rechnung auf einen Gebiet bereinigen". Inoltre, non sono certa di come tradurre "des Höheren und Höchsten". Chi parla è un alto vescovo della Chiesa, quindi tenterei di mantenere un tono leggermente aulico.
Comunque, così è come tradurrei:
"...Ha scelto invece la strada giusta e ha saldato il debito in quei territori di massima e somma rilevanza"
