Measuring nitrous flow is not particularly difficult. You can set the system up on a bench, or even do the test with the system installed on the vehicle (engine not running and injector nozzle removed from intake). Run the test outside as the sulfur dioxide added to denature the nitrous oxide is moderately irritating. Secure the injector nozzle so that it can't flail around and make sure it won't spray you or anything else that could be damaged by extreme cold. Do this on a warm day when you can stabilize the bottle temperature at about 80° F. You can use a car battery to energize the solenoids.
