At least in New Jersey, this phrase is very common in the context of the state agency Divison of Child Protection and Permanency. I understand it to mean that the case will remain open so the agency can work with the family and provide services such as different kinds of therapy.

Sorry I can't help you. For what it's worth, I think Patinba's comment makes plenty of sense. I also thought of "for Social Services" before I read his comment.
But isn't the second sentence just about to tell us why "The case remained open for services due to....".
Doesn't the rest of that sentence provide some insight into what those services were, even if indirectly by telling us why they remained open?
