Inicialmente pensaba en traducirlo como "convenance power in due time and proper form" pero creo que me estaría desviando del sentido original del documento.
Alguna sugerencia.

timely and appropriate participation recruitment
I get the feeling this is about drumming up community interest in a project.
I had a document with similar wording recently and had a real headache with the various instances of "convocatoria". As I remember, I actually used "invitation to participate" and "participation drive" in my own translation, but wasn't too keen on these either.
I think "participation recruitment" might be a good way to go here.
PARTICIPATION RECRUITMENT FOR PROJECT OCTAGON
We are looking to recruit individuals who are dedicated and enthusiastic about taking part in a one-off, large-scale event, which will be directed by an award-winning team.

I also think "timely and appropriate" or "timely and effective" would be reasonable equivalents in this case, as I think it means the recruitment was done in good time and according to proper standards for this type of project.
I'd be interested in hearing other opinions though, as "convocatoria" is one of those words I always have to think too hard about.

: I think 'recruitment' is redundant here and makes the phrase difficult to understand. I had to read it twice to figure it out. You have two similar words in the focus of information instead of one.

Thanks, Muriel, but I really don't care for "call". I think "recruit" works better, in the sense of "persuade", "bring together" or "assemble". I certainly don't think it's redundant, at any rate. What's hard to understand about it?
