This part is from a prefecture ruling concerning self-monitoring of discharges into water, under subheading Auto surveillance des eaux souterraines et sols

Article 9.2.4.2 - Suivi piézométrique
*Les têtes de chaque ouvrage de surveillance sont nivelées* de manière à pouvoir tracer la carte piézométrique des eaux souterraines du site.
Au moins une fois par an le niveau piézométrique de chaque ouvrage de surveillance est relevé.
L’exploitant joint alors aux résultats d’analyse une carte des courbes isopièzes à la date des
prélèvements, avec une localisation des piézomètres.

I understand that they don't want their monitoring facility to on their groundwater map.
Would "The tops of each monitorting facility are levelled" but perhaps the "têtes" are not the top but the bottoms.

Any help greatly appreciated

The head of each monitoring device [piezometer] is levelled. I understand "head" to mean piezometric or hydraulic head (groundwater pressure) and "levelling" to mean measuring the level with respect to a common reference point.

altitude measured "nivelé" here is in the topographic meaning: altitude is measured against a reference or more probably here the differences of altitudes among the various heads are measured
