I am translating a Cuban transcript and its heading reads:

Directora Secretaría General de la
Universida de Ciencias Médicas [University name]
The same person signed the transcript:
[Signature]
Lic. [XYZ]
Directora Secretaría General de la
Universidad de Ciencias Médicas [University name]
Shouldn't it be written "Directora de la Secretaría General de la
Universidad de Ciencias Médicas"?
In this context, should I translate "Directora" as Supervisor, Director or what?
Obs: I have the original Transcript and I can confirm that it is written "Secretaría", with an accent over the "i".

Some people might not like the word Secretariat, perhaps because of the -ariat affix and its perceived negative associations.

NB: I've noticed that the Spanish universities I work with nowadays tend to leave their names in Spanish/Catalan/Valenciano etc in most of their published material.
