I agree with Cranesfreak, I believe it means "re-energization" in this case.

Lockout/tagout is used to protect workers from the unexpected re-energization of equipment. Hazardous energy sources are isolated during servicing in order to help prevent injury. However, it is sometimes difficult to determine when a machine must be locked out and when servicing can be safely accomplished without lockout.

Asker: Hola! En este caso no hace referencia a energía motriz, como en las referencias que me mandaste, si no a electricidad. Asegurarse de que los equipos estén aislados y bien desconectados a fin de evitar que la corriente "vuelva" y electrocute al operario. Pero no encuentro una buena opción en inglés...

No encuentras una buena opción en inglés pues el ST está muy mal redactado en español. Generalmente nadie dice" posibles retornos de energía". Saludos.
