I can't get my head around the following sentence:
Die Unternehmensteuerbelastung wird unter Einschluß der Gewerbesteuer auf durchschnittlich 37% bis 38% zurückgeführt.
The sentence is from a financial market report.

"zurückführen": it's a guess, I'm not absolutely sure whether it really means "to lower" here, although it makes sense somehow. However, if the remaining context doesn't help, then I suggest you ask your customer about it.

zurückführen in this context should mean lower. Just for context: The trade tax in Germany varies from town to town, and can be as high as 20% of income. On top of this come some other taxes, such as VAT (it used to be 16 %, but it was raised to 18% recently, I'm not sure about that because I don't live in Germany any more), and that is of added value, which is higher than income) and income tax ( at least if you're self-employed, I don't know about corporations). So basically, at the moment you are higher than 38 %.
