"I Love to Read" - this could be used for elementary level, for children just beginning to learn to read.
"Love of Reading" - I would suggest this if the emphasis is on fostering a love of books that will last for life.

'Literacy Programme' sounds good as a formal term. It's also worth noting the use of the term 'reading promotion programme':

'Literacy programme' would be adequate, though the word 'literacy' refers mainly to basic skills. So you may decide that the term '(literacy and) reading promotion programme' gets closer to the right emphasis.
