I don't know my way around traditional Chinese, but here are my two cents.
This should be under the greater context of a user manual kind of thing for a leased equipment, and the word "circulation" is used the same way as in a library where you can lease books, i.e. library circulation department. So, literally, "put into circulation" means the device is put to work. This meaning is further confirmed by the i.e. after it.
