inducing

To play on the notion of induction into service, with a sense of inticement/allure.

The object of recruitment is clearly the clientele, drawn in by the hotel's "charms."

recruiting anyone :-)

but in your case prostitutes most probably. The police is enrolling (crimping) prostitutes to work for them.
Peer comment(s):

neutral GaryG : I think the prostitutes were the ones "recruiting" targets selected by the KGB as indicated by the phrase "де самые работают красивые девчонки"

That's why it's the most recruiting hotel - everyone recruits everyone: KGB - prostitutes, prostitutes - KGB targerts, targets - CIA officers and so on :-). But the first recruited link is a prostitute.

recruiting anyone to grass on anyone

The place is notorious for recruiting activities there - FSB or police are recruiting prostitutes, pipms, petty criminals, drug addicts, i.e. whoever they could squeeze for information of any kind.
