A governorate, or a guberniya (Russian: губе́рния, IPA: [ɡʊˈbʲɛrnʲɪjə], also romanized gubernia, guberniia, gubernya; Ukrainian: губернія, romanized: huberniia), was a major and principal administrative subdivision of the Russian Empire. The term is usually translated as government, governorate, or province. A governorate was ruled by a governor (губернатор, gubernator), a word borrowed from Latin gubernator, in turn from Greek kybernetes. Sometimes the term guberniya was informally used to refer to the office of a governor.

After the November Uprising, Russia tightened its grip on the Congress Kingdom of Poland and, on 07 Mar 1837, the administrative divisions were once again called Gubernias. In 1844, the number of Gubernias was reduced from eight to five.

In 1867, after the failed January Uprising, the structure of the Gubernias changed once again. Moreover, the Russian government no longer referred to the territory as the Congress Kingdom of Poland, but as the Vistulan Country or Vistulaland. The names of the Gubernias after 1867 were:

Kalisz Gubernia
Kielce Gubernia
Lublin Gubernia
Łomża Gubernia
Piotrków Gubernia
Płock Gubernia
Radom Gubernia
Siedlce Gubernia
Suwałki Gubernia
Warsaw Gubernia

On the basis of the decision of the Warsaw Gubernatorial Government, the previous keepers, i.e. the
parish priest and the pastor, handed officially the seals and the school files to president of the city. In 1865, the
files of the evangelical schools were separated from the church files, and after 3 years the evangelical church

According to the decision of the Administrative Board of the Kingdom of Poland, recorded in the book of meetings of that administrative body, the contract was to be concluded for the period since 20 March 1848 to 20 March / 1 April 1851 without a tender. The Warsaw Gubernatorial Government was assigned with the implementation of the aforementioned decision. The bureaucratic procedures proved to have been, apparently, immensely slow as the contract was approved by the Board a year later, at the meeting 10/22 in October 1849 meeting
