IMHO, in this case “desenvolverse” refers to the person who has been awarded the certifcate (He/she operates in virtual environments generated by ICTs).

It means that the person knows how to navigate through virtual environments comfortably, like a fish through water. The person is “well-versed” in these environments, although that expression might be too old fashioned for the ICT context.
