Literally. I often use this to translate "ciudad" in logistics texts, because quite often the destination of goods is not actually a city, but could be an industrial estate, a small village, a railway station or whatever, and "locality" covers all angles.

Para mí, se refiere a la ciudad donde vive. En Argentina no hay lugar a duda.
Traduzco muchos documentos de inglés a español y no recuerdo haber visto el término "locality" en los formularios. Al menos, en el Reino Unido.

Según la definición de la RAE, sería una opción correcta.
