Note literally that 'charges' (AmE: land liens), in the second web ref. means mortgages as well as easements and utility (electricty pylon) 'wayleaves and not, as often misunderstood, expenses and costs.
I would agree, for once, that a UK Land Registry form would possibly just say 'notes'.
All notations shown on the Register must be considered when searching or dealing with a title.
