It says:

... shown in the margin, rather than relevant 'to' the margin. So, preferably, no 'marginal notes' repetition of margin is desirable.

Note literally that 'charges' (AmE: land liens), in the second web ref. means mortgages as well as easements and utility (electricty pylon) 'wayleaves and not, as often misunderstood, expenses and costs.

I would agree, for once, that a UK Land Registry form would possibly just say 'notes'.
