The easiest translation would be speaker and speech but I am not convinced.
The context is below:
"En el periodo pasado el Sr. A. fue ponente de la Universidad de F., cuya ponencia fue solicitada desde Londres para ser publicada en dicha ciudad."
Sr. A was a member of a legislative body, the Philippine Assembly, from 1907-1909. Ponente, according to RAE, is "Dicho de un magistrado, de un funcionario o de un miembro de un cuerpo colegiado o asamblea: Designado para hacer relación de un asunto y proponer la resolución." So it cannot be a speaker or a speech. I am thinking that "En el periodo pasado" must mean "session" because legislative bodies have particular scheduled period of attendance.

Una ponencia es una “comunicación o propuesta sobre un tema concreto que se somete al examen y resolución de una asamblea”. La ponencia se diferencia de otros textos porque tiene un componente de oralidad y porque se pone a discusión colectiva.
A la persona que presenta la ponencia se le llama ponente, quien es el encargado de sustentar, en tiempo breve, una posición o propuesta en frente de un auditorio.

For what I can understand, regarding 'en el periodo pasado' refers to the 'last term or semester' of a university.

J.A. was a member of the Philippine Assembly, a national law-making body, at that time. In other words, he was a legislator. He was not a member or a faculty of U.F. At the time the article in which that particular text was included was published in 1909, the bill to establish the Universidad de F. was already made into law. The sentence in question was not clear whether this "ponencia" was about this university being created or a "ponencia" after it was established. Did it mean that he wrote a report about U.F. as member of the Philippine Assembly and that this report was solicited from London where it was published? |

The asker says 'member of a legislative body'. We don't know the name of the legislative body of the University. You may also call him 'funcionario' - 'officer', magistrado, etc. see explanation of what a 'ponente' in Spanish is.

At least in Mexico, yes, "ponencia" is referred to as presentation, but I am sure that it is translated otherwise in other parts of the world. I am not qualified to comment on those. Good luck!

: I doubt very much this is a presentation. A speaker would have had many speeches. 'Ponencia' is definitely not a single presentation in this context.

I wouldn't repeat "present/er". I understand a "presenter" to be someone who introduces a radio or TV show, or podcast or similar.
And a rapporteur (Pax phil) is a term usually used in lofty organisations like the United Nations or WHO and similar.

Also (thanks again phil), it could be a lecturer/lecture in the university context. It could also be "chair" if the person is a moderator as well as a speaker, for example in roundtable conferences, etc.
