This could have two translations, Tweety:
Government Delegation from the Province of Cáceres if it refers to a visit to another place by a group of government officials from there, or:
Cáceres Province Regional Government Office if it refers to a branch office in a certain locality within the same province. Since it would appear to be from Spain, I do not know if they call such offices "Delegaciones" I only know that in Mexico they do so.
Take your pick according to the context.

One thing for sure, if it is a branch office, it would not be called a \"Delegation\" in English, that would only refer to a visiting group or a group attending a conference or meeting of some kind.
