sentence The whole text is bizarre. The author seems to be saying, get the roads and traffic out of towns, build huge motorways with pedestrian and cycle paths and build all the houses alongside the slow, outer lanes. If the outside lanes move slowly then you can do away with all these sound barriers you see at the side of the motorway. Still not sure exactly what their point is though...

I am not sure, but from your explanation I understand that something like this might be meant. (someone very angry about the goings of this world? and dedicated to radical change)

I would remove the obstacles and connect the lines. I want to get rid of the managers who break up the lines on behalf of their own egos.

neutral writeaway : loose translation but too inaccurate-op last van can hardly be translated as on behalf of-and is it managers or car drivers and wegen are lines?

is what "op last van" means. The part that has me flabbergasted is "van eigen identiteit". Could it mean at their own peril here? A wild guess but is could just fit the context. Hope it helps and is still on time!
