I agree with you. If I were to have written the original I would have constructed the sentence so; ''If your spouse submits a separate 'itemized' return.....'', 'αν ο/η σύζυγος σας υποβάλει ξεχωριστή λεπτομερή δήλωση...'. in which case 'υποβάλει=submits' would have been correct. However, my thinking was that, as 'itemized' is asked **in isolation**, if it were to go in the Glossary as 'itemized=υποβάλει', translators, afterwards, not knowing 'itemized' here was out of context, would be translating it as 'υποβάλει'. That was the logic of my proposition.
