Why do you value "by-product delayed" coke that is used to fire our utility steam boilers as a cost to our operations, when due to our location we cannot market the coke?
The additional capital investment in the utility plant was made to consume this material on the basis of no value. It does not appear equitable to value the coke compared to a refiner who configured his plant to fire boilers with fuel oil or natural gas.
If fuel coke has no value at your refinery location because transportation costs would exceed the sales value, you should report as M0 on Table 15 the production of any coke that is not burned. Report on Table 16 under Marketable Coke, the coke that is burned to fire your boilers. We value liquid and solid refinery-produced fuels based on their alternative market value. Based on your reporting M0 on Table 15, the value would be zero; therefore, it would not be included in the value of your refinery-produced fuel.
