On one side of the disc is a light source and lenses, and on the other side is a bank of photo electric cells. The light will pass through any transparent segment but not through any opaque areas. Thus the photo electric cell >will either pick up light< or not pick up light. When it picks up a light signal it will produce a voltage (logic 1). When it does not pick up a light signal it will not produce a voltage (logic 0).
