Just wondering if anybody came across a translation of this sentence. Here is the whole abstract:
Donors have been shifting their focus from AIDS to other diseases, where there is a sense that more lives can be saved more cheaply. At a time when we should be scaling up to meet the AIDS challenge, in other words, we are dialing back. In our global war on AIDS, the international community is on the verge of snatching defeat from the jaws of victory.”

"Let's begin with a definition of the phrase “snatching defeat from the jaws of victory.” The popular sports metaphor basically translates to the ability to find a way to lose when winning is an absolutely sure thing. It sound like a silly thing to say, but the reason it is such a popular theme in sports is because teams that seem to be on the verge of winning often find themselves not winning because of the strangest reasons."

Do you, Olga, personally believe that the battle against AIDS is nearly over, when virus continues to widely spread all over the world?
Sorry but, rely on more reliable sources like dictionaries more than your friends.

US Army snatched their defeat by making a gracious retreat from Iraq. The words do not mean what they say in "snatching defeat".

В глобальной борьбе со СПИДом международное общество терпит крах ( находится на краю своего поражения), почти приблизившись к победе.
( Т.е. он (Секретарь) с болью критикует ослабление внимания к проблеме СПИДа)

В то время как на самом деле надо сосредточиться на СПИДе, иначе "мы отыгрываем "назад". Потому что, "В то время, как в глобальной войне против СПИДа международное сообщество уже близко к полной и решающей победе / выиграло решающую битву со СПИДом. (Типа доноры отвернулись хотя победа уже близка. ) и это не правильно. (Товарищ ратует за привлечение доноров.)

No, I am actually right and you are wrong. I verified this with my friend and he confirmed that "on the verge of snatching defeat from the jaws of victory" is exactly how I interpret it, i.e. you back off when you are almost there ..... It's your job to find the proper Russian equivalent. I gave you an idea.

basically, what it is is when you are so close to the victory all of a sudden you back off - this is what it is and it's absolutely fit in the context
