I am translating a newsletter for an industrial company. In this case, they are talking about a volunteer event they did salvaging food from stores that were either damaged, close to code or over-stocked.

Can anyone please tell me what the term close to code means in this context?

estaban recuperando de las tiendas los productos con algun defecto, a punto de caducar o las sobrexistencias /exceso de existencias (o sobrantes)

Asker: pero se tratará de los alimentos o de las tiendas que están sobre inventariadas y dañadas y por lo tanto están rescatando la comida de ellas. En ese caso, que querría decir que una tienda esté close to code?

agree  Jennifer Levey: Yes. And, responding to Asker's persistant misunderstanding, the ST is very clearly talking about FOOD which is "close to code", not 'stores'.

agree  Danik 2014: Maybe the problem is the wording of the sentence. I read it like this: They did salvaging food...that were either damaged, close to code or over-stocked. But the problem is the form "were". Shouldn´t the verb be in the singular?
