this is "benne" in its meaning as a skip, dumpster or waste-bin, for refuse/trash.
Here I would use space for "local" to differentiate it from "aire" which could be translated by zone or area.

Come to think of it, I prefer skip housing. "Skip place" is a bit too vague.
"Planning permission is however granted for the condenser unit, acoustic enclosure (subject to noise conditions), the retention of the ancillary plant (that is the dumpstack, access ladder and platform), and for the erection of the ash skip housing."
