In the light of your extra added context, i'd like to offer an alternative option to consider.
I read it this way:
He (= Gallé) is the ideas man (pensée) who comes up with the designs, and the factory he employs (à laquelle il s'addresse) does the actual production (le bras qui exécute)
Clumsy as the sentence is, i think it makes more sense if you analyse it that way.
I'm on pay-as-you-go-dial-up here, so I'll leave the rest of you to polish up the EN wording!

"fabrique" is commonly used for porcelain etc., and I believe the equivalent term we use in EN is "factory", as in "this rare piece comes from the Wedgewood factory"
I read it this way:

I've come up with an inelegant solution, but I thought it was important to mention that the sentence has two subjects: "Il" (Charles Gallé-Reinemer) and "la fabrique" (the plant or factory). So "Il est, [...] la pensée qui conçoit et la fabrique à laquelle il s'adresse est le bras qui exécute" could become "He is [...] the thought that conceives (or creates, designs, dreams up), and the factory he works with is the arm that carries it out (or makes it real, gives it life, etc.)." It's a strange sentence in the original, IMO. Hope this helps.

A maybe for this one.
I am thinking that fabrique, if it is from an 1861, could very well refer to a method of manufacture, or a way that things are made.

We are talking here about 'le magasin de cristaux et de porcelaine de sa belle-mère', which Mr. G-R transforms into a flourishing enterprise because his creative talent can have free rein.
He (Charles Gallé-Reinemer), is the thought (think of it as the embodiment of the thought) that conceives, designs, creates, and the place where the porcelain and glass is made, not in the sense of factory manufacturing as we think today, but quite simply where things are fabricated, is the 'arm' that makes his 'thought' come true or alive.
The place where it is all made gives embodiment to the thought (his thought) that creates the ideas in the first place.
A maybe for this one.

I chose "hand" over "arm", because a "bras droit" in french, is a "right hand man(or woman)" in english.

: Originally 19th c. or not, "the manufacture" will sound odd to todays readers; to guard the quaintness w/o the confusion, maybe "manufactory"? (the original form of "factory", of course!)
