I"m not sure if it's the "annexe qui se réclame de la compétence" or "associations syndicales qui se réclament". I think it's the former but am not sure.

The bid form (annexe) is being used as a reference for competency (ability to do the job) when companies bid; it thus as as a comparison.

If they were referring to "associations syndicales" , I would have thought they would have used "leurs compétences", or something like that . Simply saying "la compétence" makes me think they're referring to a comparison in the bid form (which is most suitable).

At any rate, "claiming to" does not sound like the most standard way of expressing this idea in English, no matter what "se réclamant" is referring to.

Even if it is referring to the "associations syndicales", I still think "attesting to" is standard here.
Normally, what is modified by the present participle directly or precedes it (or close very close, if not), but there are times when the writer puts the modifying present participle further away (can cause confusion).
