"Category of workers" sounds awkward and unnatural to me; I assume it refers to different industries (agriculture, manufacturing, arts & crafts, etc). There may be a reason why the ST focuses on the labour element rather than the type of work done, though, in which case my answer maybe deviates too far from the ITA.

To me, the latter conj. would make more sense, and this must refer to two working categories that have been mentioned previously in your text, as otherwise this would be pure guesswork.
So, what exactly are we talking about here?
