The Japanese may stink, but it's still not a "pro" question.

I believe the "connection" or "linkage" that "連動" refers
to is how the 4 digit display corresponds to the motor's rpm.
The display is a tachometer you can monitor as you adjust
the motor's rmp with those "△/▽" keys.

I'd translate the entire sentence as:

[Press RUN key. The △/▽ (up/down) keys adjust motor's rpm
as indicated by the 4-digit display.]

By the way, since we're talking about a motor, I believe the unit of
frequency we should be using is "rpm".
