Lovdata provides no official translation, as I'm sure you already know. The only decent ref. I found is given below.
"Alderen for avleveringsmodne arkivalier ble redusert fra 50 år (den gamle arkivloven fra 1962) til 20 år gjennom en ny lov i 1995. (Public Records Act 1995)."

However, I think this is a safe bet to go with.

agree  brigidm: Your proposal is definitely more in use, Vedis, though no official translation of the act seems to exist. I recently did some work on NOARK, and there is a policy there to translate "arkiv(er)" with "records", so I'm become wary of using "archives".
