On scientific grounds, what makes a material insulating - besides high electrical resistivity - is its dielectric strength (wytrzymałość elektryczna, wytrzymałość dielektryczna). Here, we have a word which does not exist in English as such. One speaks of high-voltage ceramic/porcelain insulators, etc.

Sugerowałbym rozpocząć tłumaczenie od analizy tekstu, który można znaleźć w kilku miejscach, np. na

Chodzi o "projekt inwestycyjny polegający na produkcji ceramicznych korpusów elektroizolacyjnych średnich i wysokich napięć (do 24 000 Volt) metodą prasowania izostatycznego."

Czyli: właściwości elektroizolacyjne na pewno istnieją (z definicji - zastosowanie tych produktów), tutaj są szczególnie wysokie.

@Martyna: Because of the remark in my answer box, I am compelled to say that what I believe the sentence says is that the product has a good ability to provide electrical insulation. Every insulator has an "electrical insulation property" just like every person has height, eye color, and intelligence. However, some people are short, some are tall; some have blue eyes, others not; and, finally, some people are intelligent and others are not.

Regarding the provenance of the two terms offered here so far, I find "property" mostly in Asian texts. Please correct me if I am wrong.

"electrical insulating ability" fits the sentence and is the proper term with 150, 000 Google hits. The sentence is about the "ability" to provide insulation, not that that property exists. Height exists but only some people are tall.
