Non-PRO Spanish to English Law/Patents Certificates, Diplomas, Licenses, CVs Translation for "Subconsejero"

A diploma awarded by the Benito Juarez Autonomous University, the back side of the document asserts the authentication of a signature and their seal but I don't have an exact match for it.

The section itself is:

"...el Lic. J.C.B.A., Subconsejero de Normatividad y de Consulta, de la Consejeria Juridica y Asistencia Legal del Estado..."

I'm mostly confident in the latter part being translated to "Department of Legal Services" but the first part of "Subconsejero de Normatividad y de Consulta" is the part that is giving e trouble.
