I'd use the word "recording" instead of "registering"/"registers".
You could say "monitoring is done through recording cameras, 24 hours/day, 365 days/year".
Monitoring is done all the time, but not necessarily the recording. It's possible that the recording feature gets activated only when some movement occurs. So by writing "recording camera" you're simply stating that the camera _can_ record movements, not that it's continuously recording.
Alternatively you could say "The monitoring is done 24 hours per day, 365 days per year, through cameras with recording capability".
(I personally prefer the latter.)
