I'm afraid we need more context. When we talk about a "subsistema de enlace" we usually refer to a "data link subsystem", and the link may be between ground and air, if the radar is e.g. on an aircraft. I don't understand how this link subsystem could cover gaps. Could you tell us where the radar is located and what its purpose is? And where is this link subsystem located?
