Is this another way of saying 'les dires' or does it refer to the stated missing amount of product?

Your ship/marine surveyor observed for himself at least part of the unloading and noted that some of the grain did not make it from the hold into the grab bucket de to voerfilling etc...
Once the potential ambiguity with the « certifcat de bris » has been cleared up, confirming condition of seals upon arrival, intact or broken, then need to establish whether short-landings due to exclusively unloading procedure .
If the “certificat de bris” certifies seals intact and that they were broken in the presence of the parties, then shortages due to unloading procedure.
If the “certifcat the bris” in fact certifies that seals already broken prior to arrival, that the parties present observed that fact, then not all of the alleged shortages can be put down to poor discharge.
