Hi Lumen: Thanks for your interest. I agree that in most cases context is essential. In this case, however, we're referring to a specific legal document. The contxt is a Judge's decisoion where he says the the Plaintiffs have ten days to present the "certidão de objeto e pé".

If you require more contect, though, many instances of the phrase in various contexts can be found through Google.
