I am a bit uncomfortable with "assume"/"assumption", because it means "допускать" rather than "полагать, считать", which is how I understand "предположить" in this sentence.

Consider: "It is reasonable to assume that development of this methodology is important for ...". This does not sound quite right to me.

I believe the author assumes rather than suggests, though I don't know why. The original sentence, as well as the whole original, sounds very awkward
