These are all branches of law, therefore "social welfare law" seems to fit the bill.

"Action sociale" is not synomymic with "(Government) Welfare".
"Action sociale" is community action, i.e. undertaken by subsidized civil society organizations in France

"Droit de l'action sociale" is very close to "Droit des associations". "Associations" refer to a cloud (there are close to 100,000 in France) of community organizations involved in local welfare issues. They are originally regulated by Loi 1901 but their remit tend to expand out of proportion far beyon mere "welfare" and so is the body of relevant regulations and legislative texts - they may become "partie civile" and initiate just about any legal action against any one for any claim (they can have anyone gagged up or any book censored for racial slur for instance, or lobby to have the Law changed on this or that aspects deemed discriminatory, etc.).
The term "commmunity" remains crucial in any translation of "Action sociale".
