Succession

Visit the Canadian federal government website (Treasury Board Secretariat), look for HR Connexions and "La Relève". The term is used in both English and French, and means succession, in that all departments do succession planning as part of HR management.

"...et la relève" ----> "... and their successors"

"la relève" has a primary definition that means replacement or relief of usually some person in some capacity e.g. replacement pitcher or someone who relieves another in a shift at work, etc. (Petit Robert) However, here, I think the emphasis is on the people who FOLLOW those in "le milieu" whether or not they end up doing the same things as their predecessors. So in this sense they don't EXACTLY replace anyone; however, they come after and take their place.

If you read the sentence carefully, you will see that although word "planning" is not stated in French(planification de la relève) this is the intended meaning[et *de réaliser* la relève], and may often just be written just as "la relève." The only "complete" meaning in English can be "succession planning"--not the people who will take over, but human resources planning to meet relief needs.

recovery

all these answers are correct but let us not forget that relève means as well recovery/take over/relay as cecilia suggested revival.
this is what I understand considering the fact that there has been a transfer of "power" in order to finance and if so it is due then to a weakness/problems and therefore there is a need for recovery/revival.
