After exhaustive research, I came to the conclusion that this is the most accurate explanation of the term. Based on this understanding, I used the expression "point-of-accrual tax" to indicate that this tax is mainly distinguished by being payable upon accrual of earning (as in the accrual accounting method), not upon collection of earning (as in the cash accounting method)

وتحدد الضريبة الكلية المدفوعة على سلعة ما على أساس معدل الضريبة المحصلة في منطقة الاختصاص التي يتم فيها البيع النهائي مع استحقاق الإيراد لهذه المنطقة. والبديل للضريبة القائمة على مبدأ الوجهة هو الضريبة القائمة على مبدأ المنشأ، حيث تسدد الضريبة إلى البلد أو البلدان المنتجة للسلعة بالمعدل المطبق فيها، وليس إلى البلد أو البلدان المستهلكة لها ولا بالمعدل المطبق فيها.
