J'irais tout simplement avec "public".
On ne peut pas vraiment dire qu'il y ait un "public europeen" en tant que tel, l'Europe n'etant pas persay un pays, une nation ou un etat. Cependant, on peut considerer et penser au-dela de cette notion quelque peu etroite en y donnant un sens actuel plus adapte.
Ou tout du moins, c'est ce que j'en comprends et le terme "public" semble approprie.
