The measures described in this Section shall apply to any cargo, courier material or mail which is to be carried on any qualifying passenger or cargo-only aircraft.

you got it wrong, it means anything that is qualified to fly as long as it doesn't take passengers (to be more specific passengers for pleasure and recreation)
