I think what they're talking about here is "structural adjustment" - ie, austerity measures when a country needs to pay off international debts.

You could also say the more compact "Institutional Adjustment Commission" - but you may find it sounds nicer to use the longer "Commission on Institutional Adjustment". The phrase "Commission on ..." occurs quite frequently:
