English translation: kurzfristige Erholung im Abwärtstrend oder ein echter neuer Aufwärtstrend?

English term or phrase: Bear market rally ahead or really foundation for bull market?
This is the title of an internal memo about the financial crisis in the US.

I have to say that I don't really understand the difference between the two alternatives:

1) Bear market rally ahead = which I understand "the markets, currently bearish, are heading toward a rally/recovery (which means they will then be "bullish")"

2) really foundation for bull market = which I understand " The markets are currently bearish but they notwithstanding make a foundation to become bullish"

Did I miss something?

Explanation:
However, I think they are saying with 'bear market rally' that things will go even farther down the drain than they have been going so far. You already have the second part, about whether things are getting ready to turn around.

Since we are experiencing a bear market, I just think they wanted to emphasize with the first phrase that it will continue to get worse.

Maybe they should have said

Continued bear market ahead...
or
Further bear market ahead ...
