I suggest an inversion of the sentence format:

" Emotion speaks the loudest when questioned about returning to live in Brazil,

it is sentiment that trumps all other considerations

I don't think that the idiom "sentiment/feelings speak the loudest" works well here, and I would therefore argue for a less literal translation. What I propose here captures the meaning, and is also highly idiomatic in English.
